PROPOSED TEMPLATE FOR FOOD SECURITY STRATEGY COMPONENTS

1. Context (1/2 page)
a. Description of the internal and external context that motivates or should motivate CARE to invest in this component of the food security strategy.

2. Background (1 1/2 pages)
a. Definition of the component area/sector as it relates to food security more broadly
b. Overview of sector and CARE’s potential roles - Is CARE considered a leader in this area?
c. Summary of CARE’s SWOT, current capacity and programming portfolio across CI (with a total dollar amount included)
d. What is the state of the art thinking in this area? What is CARE missing or not doing?

3. Rationale and Business Case (2 pages)
a. What should be achieved by this component? What is its relation to CARE’s vision/mission/contribution to program shift? Is CARE well positioned to deliver on this intent?
b. Complementarities with other strategy components
c. Intended Results on Impact Groups – is this going to position CARE as a low cost implementer appealing broadly to donors or will it position CARE to pursue a narrower donor base because of a set of unique competencies?
d. What business opportunities exist which CARE’s current or future positioning and capabilities can acquire?

4. Strategic Objectives (3 pages)
a. What are the 3 or 4 objectives, with illustrative activities and target results, which will enable CARE to achieve intended impacts including advocacy, and acquire identified current/future business opportunities in the next 3-5 years?
b. What objectives should be pursued at global level? Which ones at local levels? What organizational gaps need to be addressed?
c. What investment will be required? What is the projected return on investment?

5. Structural and Business Processes Alignment Needs (2 pages)
a. What needs to be in place structurally for this component to implement its intent effectively? What needs to change? What business processes need to be adapted or put in place?
b. What performance measurement provisions need to be agreed to at global, regional and local levels?

6.Strategic Partnerships (1/2 page)
a. Which strategic partnerships should be pursued to enhance CARE’s capacity and capabilities to deliver on the intent of this component of the strategy?

7. Six Month Implementation Plan (1 pages)
a. Establish a six month implementation strategy outlining the contributions from the different CI members and what initial resources requirements are needed. Define who has overall leadership on behalf of the CI members and what interdependent management team will support this leader.
